We bought Microsoft Copilot and nobody uses it. Now what?

Your team has Copilot licenses and most people are not using them. This is not a training problem. Copilot adoption fails when you license the tool before you fix the data layer, define role-specific use cases, and set up measurement. The real adoption numbers

Your CFO approved the Microsoft Copilot budget. You sent out the login credentials. There was a lunch-and-learn. Then nothing happened.

Three months in, your assistant pulls the dashboard and tells you that Copilot is being used by 35% of your team. Most of those people opened it once. Of the people actually using it, half are using it for things it was not designed for, like drafting emails they could write faster by hand.

You are not alone. Gartner found that only 35.8% of Copilot licenses result in active use, and only 5% of pilot programs ever move to full organizational deployment. Recon Analytics surveyed 500 companies with Copilot and found 70% prefer ChatGPT when given all options.

MIT's research on generative AI pilots found that 95% of them fail to scale past the proof-of-concept phase. When organizations do get traction, they spend 4 to 8 weeks fixing the fundamentals before they see meaningful adoption.

The issue is not that Copilot is a bad tool. It is that buying the tool comes before doing the structural work.

The five reasons your team stopped using Copilot

1. Your data layer is not ready. Copilot pulls from your Microsoft ecosystem. OneDrive, SharePoint, Teams, Outlook, Excel files. It only finds what is indexed. If your documents are in scattered folders with inconsistent naming, stored in multiple locations, or locked in archived SharePoint sites, Copilot sees nothing it can use.

Your sales team asked Copilot to summarize the last three deals they closed. It returned nothing. They know those files exist. Copilot could not find them. They went back to email.

2. Permission sprawl surfaces the wrong content. You have data. But your access controls are a mess. Copilot respects your SharePoint permissions, so if someone has read access to 47 different project folders, Copilot might surface any of them. Your production data. Your old proposals. Your draft pricing. Your HR files. All mixed together.

3. You trained everyone on Copilot, not on their actual use cases. Your training was generic. "Here is how to use Copilot. Here is how to ask good questions. Try it out." Your contract manager tried it. But you never told her how Copilot could help her mark up amendments or extract payment terms.

Build a governance framework (2 to 4 weeks). Decide what Copilot can see. Who owns what data. What gets indexed. What stays private. What gets shared across teams. Write it down.

Design role-specific use cases (2 weeks). Do not train everyone on Copilot. Train your sales team on how to use Copilot to extract deal data from old emails. Train your legal team on how to compare multiple contract versions. Train your finance team on how to match invoices to purchase orders faster. If there is no use case for a department, do not train them.

Measure from day one (ongoing). Before you launch, decide what matters. Maybe it is "time saved per task." Maybe it is "documents created per week." Pick something that moves your business. Track it every two weeks. The ROI measurement framework has the full cadence.

When the problem is not Copilot at all

Sometimes you do all of this and adoption still stalls. That usually means one of three things.

One: You need non-Microsoft integrations. Copilot is built for your Microsoft stack. If your core data lives in Salesforce, your operations run on SAP, and your contracts are in Ironclad, Copilot is seeing 20% of your actual business. You need a different tool. Two: You need industry-specific AI. A generic tool trained on the public internet does not know your specific rules, your client types, your regulatory environment, your pricing structure. A construction company asked Copilot to create a safety checklist. It returned a generic list. That is a custom AI assistant, not Copilot.

Three: Your data layer is fundamentally broken. You have no clean master list of clients. Your accounting records are split across three systems. You have no single source of truth for anything. Copilot cannot help if the data is broken at the source. You need to fix that first.
